Dear all,
Fourth day of this July was special for many. I was fortunate to be among them. UPSC declared the final results of the Civil Services Exam 2014. The List was out. I congratulate all who made it, my best wishes with those who continue their pursuit for the next and to those who are kickstarting their innings. Two words to sum up the journey, "Perseverance pays".
It has been a wonderful journey in all possible aspects of my imagination. At the very beginning of this journey, I was like Jon Snow. I knew nothing apart from my subject. I knew nothing about my country, my countrymen, our rights and our duties. The preparation was truly and truly like enlightenment. This is not just a post-success proposition as I have always believed in it even at the Nadirs of my preparation years. As I move on, I wonder if I would read that much in the times to come? I wonder if we would get time to leisurely debate on issues in the times to come? I hope I do, i hope we do.
But more importantly, we all must realize that the real challenge is now. Irrespective of the service we are to join, we would be holding important positions. Positions where the decisions taken are to impact many sections of the society. Needless to say, a large number of people too. And the hard truth is, a major chunk of that number is totally dependent on the administration for their survival. With so many people looking up to you, you must understand the gravity of it, right from the very onset.
Having worked in two government organizations, I must confess that I am a bit concerned. Especially pertaining to how the newcomes are chiseled and deployed into the system. I personally believe that orientation and induction trainings are very very relevant as far as shaping the future of that service is concerned. The qualities and attitudes which the probationers pick up during training days are to continue for the rest of their service. It is like that Sociological construct of Primary Socialization where the infant imbibes qualities based on his perceptions of and interactions with the kith and kin. Imagine this, after a year long training period plagued by the pathos of the proxy culture, disinterest and indiscipline, what can you really expect from these new so called Officers when they go on to the field. And this misplaced idea that this whole training period is just a paid picnic, is thoroughly disturbing. Ergo, hereby, expressing my concern, I make an appeal to those who have made it to the list.
To those on the list, Administrative Ethics is not just a theoretical concept. The realms of moral philosophers do not end with us getting good numbers in the Ethics Paper. We all must understand the gravity of it and deploy these principles in our professional as well as personal lives. As we all would be parts of the foundation of Administration in our country, we must resolve to stand unbiased and unprejudiced to ensure fairness. We might have used the words Good Governance, transparency and accountability numerous times in our answers. It is now time to live up to those words!
To those on the list, we are the Role Models of many. Especially those from small towns and cities, you might have already witnessed the celebrity status accorded to you by the local populace. They look upto you with great aspirations and hope. The elders look forward to the good work you would bring, the young look forward to emulate your success and to follow your footsteps. Let's live up to these dreams. Let's inspire some more.
To those on the list, we should act as the Guardians of the Public Purse. All the government functions are funded by the tax payer's money. Every penny of it represents the hard work of our workforce and the trust that they put on the government to fairly and efficiently utilize this for the development discourse. Yes, there is nothing wrong with the Government Servants wanting the best of infrastructure and facilities for them. It is quintessential for the upliftment of moral. But at the same time, lets consciously remember to save public resources where ever we can, when ever we can. And that little share can be redirected to better and more relevant outlets.
To those on the list, Inspire others! Because let's face it. A few good men here and there would not be enough. This is not Guam. We are a nation 1.25 billion in numbers. Good work needs to be done and the populace must be made aware that such and such good work has been done. For such a colossal prismatic society, the transformations have to be like a fission reaction. Of course, in a delicately controlled manner.
To those on the list, this is a great opportunity for Public Service. I am sure these words have come to our rescue in the interview when we were asked our Statement of Purpose(SOP) for joining Civil Service. And now is the time we transform this phrase into actions in pursuit of its realization. Isn't this the reason we all decided to take up Civil Services at the first place? If not, we face a fundamental dilemma which requires urgent resolvance.
To those on the list, it's a humble appeal to incorporate these things into our work culture. And in case you find some sense in these words, please share them with others.
